GSA AAS - USMC Uninterruptible Power Supply (UPS) - MRAS

The U.S. General Services Administration (GSA), through its Office of Assisted Acquisition Services (AAS), is conducting market research on behalf of Marine Corps Installations West (MCI West) G6. The primary goal of this research is to identify potential contract holders capable of providing Uninterruptible Power Supply (UPS) services. This initiative aims to support the management and sustainment of critical communication and control systems, such as the Enterprise Land Mobile Radio Western Region Infrastructure (E-LMR WRI), Low Altitude Range Communications System (LARCS), and other essential systems utilized by first responders and mission-critical operations at Marine Corps Base Camp Pendleton, California.

The scope of work involves an all-inclusive maintenance contract for these systems, ensuring their continuous operation and reliability. The anticipated contract model will be a hybrid firm fixed price with time and materials components, including cost reimbursement for order-level materials. The period of performance is expected to span one 12-month base period followed by three 12-month option periods starting September 1, 2026.

In addition to the UPS services, the GSA is emphasizing the importance of Cyber-Supply Chain Risk Management (C-SCRM) in this solicitation. Interested parties are required to complete a C-SCRM Plan Security Posture Questionnaire that assesses their risk management practices related to supply chain threats, supplier assessments, compliance with SCRM requirements, and cybersecurity measures. This ensures that all potential contractors maintain stringent controls over their supply chains and adhere to federal information security standards.

This RFI serves as a preliminary step in gathering information from industry participants regarding their capabilities in meeting these requirements. While it does not guarantee a subsequent solicitation or procurement action, responses will inform future acquisition strategies for maintaining critical infrastructure at MCI West.
