GSA AAS - USMC IT and Radio Systems Support - MRAS

The General Services Administration (GSA), on behalf of the Marine Corps Installations West (MCI West), is conducting market research to identify potential contract holders for a future procurement. This effort focuses on supporting the management and sustainment of critical communications systems under MCI West's purview. The initiative reflects the ongoing need to enhance the resilience and security of supply chains, particularly against cyber threats that have historically compromised federal systems.

The primary objective of this solicitation is to gather information from vendors capable of providing IT and Radio Systems Support for MCI West. The scope of work involves maintaining and supporting the Enterprise Land Mobile Radio Western Region Infrastructure (E-LMR WRI), Low Altitude Range Communications System (LARCS), Microwave Transport Network, Regional Management Network, along with other Command and Control (C2) systems. These systems are integral to ensuring reliable telecommunications services for first responders, range safety operations, airfield activities, and other mission-critical functions at Marine Corps Base Camp Pendleton in California.

The anticipated contract will be a hybrid model combining firm fixed price and time-and-materials arrangements with cost reimbursement provisions for travel and order-level materials. The performance period is expected to commence on September 1, 2026, covering a 12-month base period with three additional 12-month option periods. This structure aims to provide flexibility in addressing both predictable support needs and unforeseen challenges that may arise during the contract term.

As part of this market research effort, GSA requires interested parties to complete a Cyber-Supply Chain Risk Management (C-SCRM) Questionnaire. This document assesses an organization's capacity to manage supply chain risks effectively by evaluating their existing risk management plans against standards such as NIST SP 800-161. Vendors are encouraged to demonstrate their compliance with relevant federal acquisition regulations and cybersecurity protocols through detailed responses within the provided questionnaire template.
