GSA AAS - PACAF Building Repair Advisory & Assistance Services - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the Pacific Air Forces (PACAF) Chief of Staff Facilities with a non-personnel services contract. The primary objective of this contract is to provide professional resources necessary for upgrading critical infrastructure and modernizing architectural layouts within the HQ PACAF building. This modernization effort aims to reflect its status as a cutting-edge Air Force warfighting command and support center, ensuring compliance with current code requirements.

The scope of work involves comprehensive repair services across multiple phases, specifically targeting Building 1102 and other facilities within the PACAF Campus, such as Hangar 3/5, Kenney Aloha Conference Center, Chiller Plant, and Power Plant. The contractor will be responsible for providing all necessary personnel, equipment, supplies, transportation, tools, materials, supervision, and other items required to perform these services. Additionally, they must ensure adherence to standards outlined in the Performance Work Statement (PWS) while maintaining accountability solely to their organization.

Key objectives include offering programmatic oversight and technical advisory services for ongoing repair phases at HQ PACAF facilities. The task order requires contractors to deliver high-quality oversight in contract execution and program management while supporting various mission areas including Sustainment Restoration & Modernization (SRM) and Military Construction (MILCON) Program Support. Operations and Maintenance Support are also critical components of this initiative.

The duration of this contract spans a base year with four option years plus an additional six-month extension period if necessary. Contractors are expected to implement an effective Quality Control Plan (QCP) that ensures compliance with all contractual requirements by preventing defective services through proactive quality control measures.
