GSA AAS - Operational Planning and Support - MRAS

The General Services Administration (GSA) Office of Assisted Acquisition Services (AAS) is conducting market research to support the United States Air Forces Central (USAFCENT). The primary goal of this initiative is to enhance USAFCENT's operational capabilities by acquiring specialized consulting services. These services are essential for improving the planning, execution, and assessment of USAFCENT's missions within a dynamic political and military environment. The contract aims to provide comprehensive support to USAFCENT headquarters and its associated activities, ensuring that mission performance is optimized in alignment with the Command's strategic objectives.

The scope of work outlined in the Performance-Based Work Statement involves providing highly qualified personnel with technical expertise across various functional areas. The contractor will deliver high-level analytical services, program management support, and consulting expertise. Key areas include operational employment of airpower, joint operations, integration of Special Operations Forces, intelligence coordination, logistics management, and Air Operations Center operations. The contract also encompasses deliberate and contingency planning efforts necessary for executing USAFCENT's strategic objectives.

A significant component of the contract involves deploying Special Technical Operations (STO) planners who will engage in both contingency and deliberate planning efforts within the USAFCENT STO cell. These planners are expected to possess a deep understanding of military planning doctrine and be proficient in utilizing Joint Operational Planning tools such as JOPES and PDAS. They will also provide training on these systems to ensure that assigned personnel can effectively execute their duties within secure operational parameters.

Moreover, contractors will routinely evaluate Special Access Program capabilities for integration into operational plans while maintaining effective liaison with national-level agencies and other defense entities.
