The General Services Administration (GSA), through its Office of Assisted Acquisition Services (AAS), is conducting market research to support the Army National Guard (ARNG) in the operation, maintenance, modernization, expansion, and evolution of its National Guard Bureau National Capital Region Network Enterprise Center (NGB NCR NEC). This initiative aims to enhance the Information Technology (IT) services and infrastructure that support ARNG and National Guard Bureau Joint Staff (NGB JS) users in the National Capital Region (NCR). The project will incorporate the Information Technology Infrastructure Library (ITIL) best practices framework to improve service management processes for IT and telecommunications infrastructure.

The NGB NCR NEC is tasked with managing a comprehensive range of IT services including network administration, service desk operations, network and IT engineering, audio and video services, telecommunications management, asset management, equipment maintenance and disposition, cybersecurity measures, and ensuring Continuity of Operations (COOP). These services are crucial for maintaining robust communication systems across various ARNG locations such as offices at the Pentagon, Congressional buildings, military installations in the NCR, and other designated sites. The contractor will be responsible for providing critical support to these operations by delivering necessary IT infrastructure enhancements and program management services.

The primary objective of this requirement is to secure contractor expertise to facilitate ongoing improvements in IT service delivery within the NGB NCR NEC. By adopting an ITIL-based IT Service Management model for managing operations within this network enterprise center, the initiative seeks to bolster efficiency in delivering Army Command Control Communication Computers Information Management (C4IM) services. This effort aligns with the broader mission of the National Guard Bureau which ensures that both Army and Air National Guards are adequately trained, equipped, and ready to perform their duties effectively both domestically and globally.

Contractors will be expected to provide their services primarily at locations such as TARC in Arlington VA., NGB JS Offices at the Pentagon among other strategic sites. The contract stipulates a one-year base period with four additional one-year option periods. It also requires extended support hours during emergencies or specific operational needs like natural disasters. This effort underscores GSA's commitment to enhancing national security through improved technological capabilities while safeguarding critical infrastructures against potential threats.
