The U.S. General Services Administration, Region 5 Contracting Division, is procuring a Product Lifecycle Management (PLM) system on behalf of the Department of the Navy - Naval Air Systems Command (NAVAIR). The PLM system is for the Unmanned Carrier Aviation (UCA) Multi-Mission Unmanned Aerial System (MQ-25) Program, specifically the PMA-268 STINGRAY project. The objective of this effort is to develop and sustain a configuration and data management information system for the life of the program. The PLM system will allow for the digital representation of all product lifecycle processes needed to design, develop, test, produce, and support the MQ-25 Air Vehicle and Multi Domain Control System (MDCS). The timeframe for this acquisition is not specified in the summary. The place of performance/delivery is Patuxent River, Maryland.

Notable aspects of this opportunity include the use of Siemen's Teamcenterâ„¢ software as the PLM system, which will digitally thread all product lifecycle processes. The PLM system will capture and maintain the physical and logical configurations of the MQ-25 Air Vehicle and MDCS throughout their lifecycle. The development approach for the PLM system is based on an Agile methodology, with a focus on building out the technical baseline of the MQ-25A and MDCS. The PLM system will also include capabilities for project management, requirements management, business process management, contracts management, schedules management, risks/issues/opportunities management, financial data management, staffing data management, program document management, product data management (including BOM management and 3D models), and other technical data storage.

Overall, this procurement aims to provide NAVAIR with a comprehensive PLM system that will support the development and sustainment of the MQ-25 Air Vehicle and MDCS. The PLM system will enable digital representation of product lifecycle processes, improve configuration management, and enhance collaboration among stakeholders.
