GSA AAS - Fence to Fence Environmental Services - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential vendors capable of providing comprehensive environmental services. These services are intended to support various Air Force bases, specifically Ellsworth AFB, Grand Forks AFB, Minot AFB, and Offutt AFB. The main goal of this initiative is to ensure that these installations meet all necessary environmental compliance and regulatory requirements as per the standards set by the Air Force Civil Engineer Center (AFCEC).

The scope of work for this contract includes a wide range of environmental services. Contractors are expected to provide support in several key areas such as Environmental Compliance Support, Air Emissions Inventory Data Management, Hazardous Waste Management Support, and Spill Prevention Control and Countermeasure Recertification among others. Additionally, contractors will be responsible for managing recycling programs for hazardous and other regulated wastes and updating plans related to stormwater management and emergency response.

This performance-based contract aims to leverage commercial solutions in compliance with Federal Acquisition Regulations. The selected vendor will work closely with the AFCEC to address any environmental issues at the designated Air Force bases effectively. The contractor will also be tasked with maintaining detailed records and reports as part of their compliance obligations under various federal statutes such as the Emergency Planning and Community Right-to-Know Act (EPCRA) and National Pollutant Discharge Elimination System (NPDES) reporting requirements.

Work under this contract is expected to take place primarily at the specified Air Force bases but may also involve activities at other locations depending on project-specific needs. The period of performance spans a base year followed by four option years, with an additional six-month extension if required. This structured timeline allows for ongoing evaluation and adjustment to ensure that all environmental objectives are consistently met throughout the duration of the contract.
