The Office of Naval Research (ONR) is seeking support for the development and enhancement of a comprehensive data and analytics environment. The work primarily involves Information Technology (IT) services related to data, analytics, visualization, business intelligence, and data science. The goal is to provide a trusted solution and information source for ONR and the Naval Research Enterprise (NRE) mission stakeholders and customers. The scope of work includes program and project management, stakeholder engagement, technical expertise, business intelligence systems, cloud and hosting support, data support, data science and analytics, and data visualization.

The contractor will be responsible for developing program and project management plans, including an integrated master plan and schedule. They will also provide financial and execution reporting to monitor the status of the program and projects. Stakeholder, customer, and end user engagement will be facilitated through various channels such as meetings, workshops, demonstrations, and user training. Technical expertise will be required to evaluate potential solutions and provide recommendations for improvement.

The contractor will also support the development and maintenance of business intelligence systems, databases, and web-based applications. This includes data modeling, extraction, transformation, and load processes to ensure timely availability of data. Certification and accreditation of the data and analytics environments will be necessary to maintain operational capability.

Cloud and hosting support will involve identifying, provisioning, monitoring, and overseeing cloud services or other hosting solutions used in the data and analytics solution. Data support activities include identifying, securing, curating, modeling, maintaining, provisioning, and utilizing data from various sources. The contractor will also perform data science and analytics tasks such as analyzing complex data to provide insights for decision-making.

Data visualization capabilities will be developed to represent complex information in a user-friendly manner. This includes interactive visuals and graphics that aid in understanding patterns and trends in the data. The contractor will utilize authorized tools such as Tableau, Python libraries for visualization, JavaScript visualization libraries like d3.js, and R/ggplot/Shiny.

Overall, the contractor will support the ONR in establishing and maintaining a comprehensive data and analytics environment that enhances decision-making and mission outcomes for the Naval Research Enterprise.
