GSA AAS - Acquisition Program Support Services - MRAS

The General Services Administration (GSA), in collaboration with the Air Force Civil Engineer Center (AFCEC), is conducting market research to identify qualified contractors capable of providing comprehensive acquisition and project management support. This initiative is part of a broader effort by the GSA's Assisted Acquisition Services (AAS) to enhance the delivery and management of environmental compliance programs across various Air Force installations. The overarching goal is to ensure that all environmental operations and services meet technical and regulatory requirements efficiently and effectively.

The scope of work outlined in this request for information (RFI) includes a wide range of tasks related to environmental consulting services. Contractors will be expected to provide expert guidance on environmental systems analysis, infrastructure impact interpretation, and cost-assumption clarity. Specific activities encompass Environmental, Safety, and Occupational Health Compliance Assessment and Management Program (ESOHCAMP), air quality monitoring, hazardous waste management, pollution prevention strategies, long-term operations maintenance, pesticide management, solid waste management, storage tank oversight, asbestos handling, radon monitoring, lead-based paint remediation efforts, wastewater permitting processes, drinking water surveillance protocols, ordnance disposal strategies, demolition projects oversight as well as system optimization in line with AFCEC guidance. Additionally included are precision leak testing procedures alongside comprehensive environmental impact analyses.

Key responsibilities for contractors involve providing technical support during the evaluation of offeror technical proposals alongside pricing quotes; reviewing draft Performance Work Statements (PWS); assisting with revisions where necessary; offering technical interpretations regarding environmental constraints affecting cost estimates; participating in site visits during pre-award activities; facilitating continuous improvement initiatives annually or as needed; attending various project meetings while also making recommendations for contract modifications when required.

This solicitation specifically seeks input from contractors under the GSA Multiple Award Schedule (MAS) Special Item Number 541620 Environmental Consulting Services. The selected contractor will play an integral role in supporting both GSA's Project Manager as well as AFCEC personnel through their expertise in managing complex acquisition processes related to environment-centric programs within federal installations nationwide.
