GSA AAS - Acquisition Data Management Tool Support Services - MRAS

The General Services Administration (GSA) is conducting market research on behalf of its Office of Assisted Acquisition Services (AAS) to explore capabilities related to the implementation and support of an enterprise-level acquisition and financial management system. This initiative aims to enhance the efficiency and effectiveness of program management offices by automating processes, providing real-time access to critical data, generating automated reports, and integrating with external systems in compliance with cybersecurity requirements. The overarching goal is to align with the Army's Data Strategy while ensuring robust supply chain risk management practices.

The contract encompasses the development and maintenance of a centralized Acquisition Domain Data System, which will serve as a standardized repository for acquisition data across various Army programs. This system will leverage the Project Management Resource Tool (PMRT), originally developed by the Air Force, which integrates infrastructure, hardware, software, and applications necessary for lifecycle acquisition management. PMRT includes components such as the Program Data Alignment Application (PDAA), PMRT Enterprise Analytics (PMRT EA), and Comprehensive Cost and Requirements (CCaRTM) Tool. These components collectively enable program offices to manage financial data effectively, automate processes, and provide actionable insights through data visualization.

In addition to these technical objectives, GSA emphasizes the importance of Cyber-Supply Chain Risk Management (C-SCRM). Interested parties are required to complete a detailed SCRM Plan Security Posture Questionnaire designed to assess their capability in identifying supply chain threats, assessing supplier risks including foreign ownership influences, verifying compliance with SCRM requirements through contractual terms, and ensuring alignment with NIST Special Publication 800-161 guidelines. The questionnaire also evaluates cybersecurity measures such as safeguarding information systems handled by suppliers and procedures for detecting and responding to cyber threats.
