Description

The General Services Administration (GSA), on behalf of the Department of the Army (DOW), is conducting market research to support the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)). This initiative aims to enhance the Army's acquisition processes by implementing a centralized Acquisition Domain Data System. The primary goal is to standardize key metrics and provide a centralized repository for acquisition data through the Project Management Resource Tool (PMRT). Originally developed by the Air Force, PMRT integrates infrastructure, hardware, software, and applications to support lifecycle acquisition management.

The scope of work involves implementing and sustaining an enterprise-level acquisition and financial management system that automates processes within program management offices. The system will provide real-time access to programmatic and financial data, generate automated reports and visualizations for decision-making, interface with external Army and DoD systems as a centralized data repository, and adhere to cybersecurity requirements. Key components of PMRT include the Program Data Alignment Application (PDAA), PMRT Enterprise Analytics (PMRT EA), and Comprehensive Cost and Requirements (CCaRTM) Tool.

Contractors will be responsible for modernizing, enhancing, and implementing these systems while ensuring compliance with cybersecurity standards. This includes transitioning the PMRT production site from ALTESS to a cloud environment without service interruptions. Additionally, contractors must provide helpdesk support across multiple tiers resolving Tier 1 and Tier 2 issues directly while coordinating with external organizations for more complex issues at Tiers 3 and 4. They will also provision new users in PMRT, capture training requests for new hires, report enhancements requests monthly to government officials, and assist with questions related to data management.

Training is another critical component of this contract. Contractors are required to develop a web-based training platform hosted by the government that provides courses tailored for various roles such as Program Manager or Budget Analyst. The platform should include comprehensive tests ensuring trainees can perform required functions effectively. Furthermore, contractors must maintain a certification program assessing system users' knowledge while offering in-person "Train the Trainer" sessions as an optional service.
