Description

This is a presolicitation notice for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203. The Office of Recapitalization (Recap), an office within the Multifamily Office of the United States Department of Housing and Urban Development (HUD), has a need for contractor support services to assist with the implementation of the Green and Resilient Retrofit Program (GRRP) and intends to issue a Request for Quote (RFQ) to manage the program process and provide technical assistance to allow HUD multifamily-assisted properties to be rehabilitated to be more energy efficient, healthier, and more resilient to extreme weather events. This requirement is being competed on the GSA Schedule through GSA eBuy https://www.ebuy.gsa.gov/ebuy as a Multiple Award Schedule (MAS) FAR 8.404(a) requirement. Competition and award will only be among GSA MAS contract holders as an unrestricted Blanket Purchase Agreement (BPA). The Government anticipates a Firm Fixed Price (FFP) contract type. The assigned NAICS Code is 541611 Management and Financial Consulting. The period of performance for this requirement will consist of a base period and four one-year option periods.

HUD has a statutory obligation from August 16, 2022, when the Inflation Reduction Act of 2022 (Public Law No. 117-169) was enacted. Title III, Section 30002 (Improving Energy Efficiency or Water Efficiency or Climate Resilience of Affordable Housing) was made available to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resiliency of an eligible property.

HUD anticipates issuing solicitation 86615723Q00003 between April 28- May 5, 2023. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to the award of a government contract along with having a current GSA Schedule. Failure to register in sam.gov or be an active GSA Schedule Supply holder will make an offeror ineligible for award. The solicitation will be available on https://www.ebuy.gsa.gov/ebuy.
