Background
The U.S. Army Contracting Command – Rock Island (ACC-RI) intends to issue a firm-fixed price task order to Groundswell for its Audit, Inspection, and Review Solution (AIRS). This action supports the Civilian Human Resource Agency (CHRA) in transitioning to the Enterprise Business System – Convergence (EBS-C) and its financial audit operations. The goal is to ensure accuracy, compliance, and efficient management of civilian human resource financial data.

The justification for this sole-source action is based on the unique and highly specialized nature of Groundswell’s AIRS product, which integrates with the Appian interface within EBS-C and is required by Army Audit Agency (AAA) policy for audit readiness.

Work Details
The contract includes development, configuration, and Operations and Maintenance (O&M) support for CHRA’s Army Financial Statement Audit Tool. The requirement encompasses software subscription, sprint team development, and O&M support. The AIRS tool is critical for supporting CHRA's financial audit operations, ensuring accuracy and compliance.

Groundswell's solution leverages DoD-approved cloud environments. Alternatives considered included suspension of contract actions, use of in-house resources, and conducting a competitive acquisition; however, these were deemed non-viable as they would disrupt critical audit modernization efforts and compliance with AAA mandates.
