Description

This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Unsolicited proposals will not be accepted. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned.

Any solicitation issued resulting from this notice will be in a separate announcement. The U.S. Army Corps of Engineers (USACE) Baltimore District is considering a non-personnel services contract to provide Grounds Maintenance Services for Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft Performance Work Statement (PWS). The Washington Aqueduct Division (WAD) maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTP), from which approximately one million people in the District of Columbia, Northern Virginia and the Federal Government are served with safe and reliable drinking water. The Washington Aqueduct collects, purifies, and pumps an adequate supply of potable water for the District of Columbia, Arlington County, and the City of Falls Church, VA.

The purpose of this notice is to survey interest and obtain capability statements from industry. The North American Industry Classification System (NAICS) code for this re-procurement is 561730 Landscaping Services, which has a small business size standard of 9,500,000.00 employees. Vendors interested in the re- procurement shall submit a capabilities statement with the following.

  1. Company name, address, point of contact phone number and e-mail address, CAGE code, and UEI number.
  2. Business size in relation to NAICS 561730, including small business category as applicable (woman-owned small business, service-disabled veteran-owned small business, etc.).
  3. Narrative describing the company's capability of fulfilling the PWS.

Background
The U.S. Army Corps of Engineers (USACE) Baltimore District is considering a non-personnel services contract to provide Grounds Maintenance Services for the Washington Aqueduct Division (WAD) in Washington, D.C. The WAD maintains and operates the Dalecarlia and McMillan Water Treatment Plants, serving approximately one million people with safe drinking water. This notice is intended to survey interest and obtain capability statements from industry regarding this re-procurement.

Work Details
The contractor shall provide comprehensive grounds maintenance services over approximately 129 acres at the Washington Aqueduct. Specific tasks include:

- **Basic Services**: Planting, mowing, trimming, fertilization, mulching, debris removal, leaf removal, weeding, and pruning.

- **Weekly Work Schedule**: Develop an electronic weekly schedule detailing planned work by day, location, task, and contract line item number.

- **Cleanup**: Sweep or blow grass clippings and debris from sidewalks and paved areas after mowing. All cuttings must be collected and disposed of on Government property.

- **Mowing General**: Grass cutting must avoid scalping and unevenness; clippings should be mulched.

- **Trimming**: Trim around trees and shrubs without damaging them; all cuttings must be collected.

- **Edging**: Perform edging free of scalping; remove vegetation from pavement joints.

- **Maintain Improved Grounds**: Weekly cutting for 27 weeks between April 15 to October 15.

- **Maintain Semi-Improved Grounds**: Bi-weekly cutting for 14 weeks during the same period.

- **Maintain Unimproved Grounds**: Monthly cutting from April through September.

- **Ornamental Maintenance**: Trim landscape plants four times during the growing season.

- **Mulching and Fertilizing**: Apply shredded hardwood mulch twice yearly with pre-approved fertilizer; approximately 190 cubic yards needed for 15,420 square feet of area.

- **Weeding**: Bi-weekly weeding during the growing season (13 times).

- **Remove Vegetation From Rip-Rap (8000 LF)**: Cut all vegetation around reservoirs while avoiding water pollution; estimated 30% of Rip-Rap may require cutting.

- **Remove Leaves**: Clean up fallen leaves three times in fall/winter from various areas.

- **Police Grounds**: Twice weekly trash pickup at specified locations throughout the year.

Place of Performance
The work will be performed at the Washington Aqueduct located in Northwest Washington D.C., near the Maryland State line and the Potomac River.
