Background
The U.S. Army Contracting Command – New Jersey is seeking potential sources for Grounds Maintenance Services for the 99th Readiness Division located in Newark, DE. The goal of this contract is to maintain healthy grass, trees, shrubs, and plants while presenting a clean, neat, and professional appearance in accordance with local, state, and federal regulations.

Work Details
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, and other non-personal services necessary to deliver grounds maintenance services as outlined in the Performance Work Statement (PWS). Key tasks include: maintaining healthy grass, trees, shrubs, and plants; ensuring a clean and professional appearance; conducting spring and fall clean-up; mowing; grass clipping removal; trimming/edging; and maintaining retention ponds.

The contractor must adhere to quality control measures to ensure compliance with contract requirements and will be evaluated based on a Quality Assurance Surveillance Plan. The contractor is responsible for conducting business during designated hours (8:00 AM to 4:30 PM) on weekdays excluding Federal Holidays or facility closures.

Period of Performance
The period of performance is for one base year with four twelve-month option periods. Work shall commence within 7 calendar days after notice of contract award.

Place of Performance
The work will be performed at Newark AFRC/BMA #86-1 1001 Ogletown Road Newark, DE 19711.
