The Department of Veterans Affairs, National Cemetery Administration intends to procure Grounds Maintenance services for the Houston National Cemetery via a fixed price contract. The fixed price contract will be for a base period of one (1) year plus four (4), one-year option periods.

SITE VISIT

Site Visit will be held at Houston National Cemetery, 10410 Veterans Memorial Drive, Houston, TX 77038.

  1. Site Visit will be held on October 9 & 10, 2025, 9AM-10AM Central Standard Time (CST). Interested vendors may attend either session. Site visit attendance by the offeror is mandatory for consideration of award. Subcontractors may attend the site visit with the prospective bidder only.
  2. Due to the room size limitations, Offerors must notify the Contract Specialist and cemetery representative of their plan to attend. Notification should include Company Name, Address, Names of Attendees, and Phone No. Attendance Notification must be received by the Contract Specialist and cemetery representative via e-mail brian.werner2@va.gov and David.marr@va.gov no later than October 8, 2025, at 3PM CST.
  3. Questions regarding the solicitation should be submitted via e-mail to the Contract Specialist ( brian.werner2@va.gov ) no later than October 14, 2025. Questions submitted after October 14, 2025, may not be answered before the offer due date. All questions will be answered via a solicitation amendment on or before October 15, 2025.
  4. If you plan to conduct a site visit / inspection of the Houston National Cemetery other than on the day stated above, YOU MUST CONTACT the following personnel to make arrangements:

Background
The Department of Veterans Affairs, National Cemetery Administration intends to procure Grounds Maintenance services for the Houston National Cemetery via a fixed price contract. The goal of this contract is to ensure that the cemetery grounds are maintained to reflect the dignity and respect owed to veterans interred there.

The National Cemetery Administration honors veterans with a final resting place and lasting memorial that commemorates their service to the nation. Each National Cemetery is to be maintained as a National Shrine, reflecting the nation's concern for those interred there.

Work Details
The contractor shall furnish all labor, supervision, professional expertise, vehicles, tools, equipment, materials, and services necessary for grounds maintenance at Houston National Cemetery. Services include:
- Mowing improved turf (approximately 185.371 acres)
- String trimming improved turf
- Mowing and string trimming unimproved grounds (approximately 26.13 acres)
- Edging around flat markers and headstones
- Weed control
- Fertilizer delivery
- Pest control
- Trash removal generated by the contractor
- Sweeping or blowing off grass from sidewalks and roads.

All work must be performed during normal Federal workdays and coordinated with the Contracting Officer's Representative (COR) to avoid disruption of ongoing cemetery operations. The contractor must also adhere to Integrated Pest Management procedures and maintain high standards of appearance as a National Shrine.

Period of Performance
The base period of performance is one year with four one-year option periods available at the discretion of the VA.
