Description

This is a non-personal services contract to provide Grounds maintenance Services for the U.S. Army Garrison Fort Hood, Texas. It will consist of a Base year of 12 months to include a 30-day phase in plus four (4) ordering periods.
The Government will not exercise any supervision or control over the contract service providers.
The Contractor shall perform to the standards specified in this Performance Work Statement (PWS).
Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to complete the requirements as outlined and defined in this PWS. References to the Contractors include subcontractors, if any.

Background
The U.S. Army Garrison Fort Hood, Texas is seeking to procure Grounds Maintenance Services through a non-personal services contract. The goal of this contract is to ensure the maintenance and upkeep of grounds at Fort Hood, which is essential for the operational readiness and aesthetic value of the installation. This requirement is anticipated to be fulfilled under a 100% Small Business Set-Aside, promoting competition among small businesses in the landscaping services sector.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to complete the requirements outlined in the Performance Work Statement (PWS). The Government will not exercise supervision or control over the contract service providers; instead, accountability lies solely with the Contractor.

The tasks include but are not limited to: maintaining lawns, landscaping areas, managing vegetation control, and ensuring overall grounds cleanliness and appearance as specified in the PWS.

Period of Performance
The anticipated period of performance includes a phase-in period from December 2, 2025 to January 1, 2026; a base year from January 2, 2026 to December 1, 2026; followed by four ordering periods extending from December 2, 2026 to December 1, 2030.
