Grounds Maintenance Services for Puerto Rico National Cemetery -- S208   2

Background
The Department of Veterans Affairs, National Cemetery Administration (NCA), is responsible for honoring Veterans with final resting places and lasting memorials that commemorate their service.

The Puerto Rico National Cemetery, located in Bayamon, serves over 150,000 Veterans and conducts more than 1,900 burials annually. This contract aims to maintain the cemetery's grounds to reflect the nation's respect for those interred there, ensuring a dignified environment for visitors and ceremonies.

Work Details
The Contractor shall provide all labor, materials, equipment, tools, and supplies necessary to perform grounds maintenance services at the Puerto Rico National Cemetery. Services include:

1. **Grounds Maintenance**: Regular mowing of Zoysia Manila and native grass; edging of markers, walkways, curbs; trimming of monuments and flat markers; maintenance of detention pond areas; operation and maintenance of irrigation systems.

2. **Turf Maintenance**: Fertilization and weed control to ensure turf is healthy and weed-free; pest control measures for fire ants and other pests.

3. **Facilities Maintenance**: Cleaning and pressure washing of flat markers, committal shelters, columbarium areas, and surrounding concrete surfaces; removal of storm damage debris.

4. **Site Management**: A Site Manager must be present during work hours to supervise operations and ensure compliance with specifications. All work must be performed with care to avoid disrupting cemetery operations or ceremonies.

Period of Performance
The contract will consist of a base period of twelve (12) months with four (4) one-year renewal options if exercised.
