Background
The Department of Veterans Affairs, specifically the Network Contracting Office (NCO) 15, is issuing this solicitation for Grounds Maintenance Services at the St. Louis VA Medical Center Jefferson Barracks. The goal of this contract is to ensure that the grounds are maintained in a clean, safe, and visually professional condition, supporting the mission of providing high-quality care to veterans.

Work Details
The contractor shall provide all labor, supervision, equipment, tools, materials, transportation, and supplies necessary to maintain the Jefferson Barracks campus grounds. Services include:

- Weekly mowing during the growing season (April 1 – October 31) maintaining grass at a height of 3.5 to 4.5 inches.
- Vertically edging all paved surfaces and bed borders.
- Line trimming around obstructions such as fencing and buildings.
- Removing trash and debris from turf and paved areas before each mowing cycle.
- Blowing clippings off sidewalks and curbs; clippings must not be blown back onto turf.
- Weeds must be removed by pulling or line trimming; licensed herbicide applicators may use weed killer only in specified areas.
- Notification to the Contracting Officer's Representative (COR) upon identifying dead or diseased trees for removal under a separate task order process.

During non-growing seasons (November 1 – March 31), services will include mowing and debris removal as needed. The contractor is also responsible for procuring and applying necessary chemicals and maintaining records as required by law.

Period of Performance
The contract will be performed over a five-year period with individual task orders issued during five 12-month ordering periods starting from July 13, 2026 to July 12, 2031.

St. Louis VA Medical Center - Jefferson Barracks located at 1 Jefferson Barracks Dr., St. Louis MO 63125 and St. Louis VAMC - John Cochran at 915 North Grand Blvd., St. Louis MO 63106.

Bidder Requirements
This solicitation is set aside for small business concerns. Bidders must have at least three years of prior experience providing grounds maintenance services as a prime contractor. Required qualifications include valid State of Missouri licenses for pesticide application, completion of an OSHA 10-Hour Construction Safety Course by employees (recommended), and compliance with EPA regulations regarding pesticide storage and application.
