Grounds Maintenance Services. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at MacDill Air Force Base (AFB) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.

10 May 24 - Revise solicitation to reconcile Addendum 5 due dates in Section L.

28 May 24 - Revise Appendix A in PWS (corrections are highlighted) and revise Ordering Period Schedule (6 month Ext "Estimated Quantity" for CLINs 0001 - 0016)

4 Jun 2024 - The purpose of Amendment #3 is to:

  1. Post all Questions and Answers that have been received.
  2. Solicitation: Update the period of performance date on page 3 and the PWS referenced on page 4.
  3. Attach 1 Grounds MX PWS: Update Sections 1.1.7, 1.1.10 and 5.1 Appendix A and change the date to 3 June 2024.
  4. Attach 2 Ordering Period Schedule: Update the period of performance dates, the CLIN numbering to account for individual ordering periods, current the pricing formulas, delete CLIN 0042 after the First Ordering Period.
  5. Upload the CBA Schedule A Revised Wage Schedule.
  6. Extend RFP to Monday, 17 Jun 2024 at 9:00AM.

Background
The solicitation is for Grounds Maintenance Services at MacDill Air Force Base (AFB). The Contractor is required to provide non-personal services, including personnel, equipment, tools, supervision, and other items necessary to ensure that grounds maintenance is performed in a manner that promotes the growth of healthy grass, trees, shrubs, and plants and presents a clean, neat, and professional appearance.

Work Details
The contract service requirements include maintenance of irrigation systems, improved grounds, semi-improved grounds, BASH maintenance, unimproved grounds maintenance, maintenance of vegetative beds and related areas, environmental requirements, permits, licenses and certifications. The contractor is required to provide a written description of the quality control system and a Quality Control Plan (QCP) for evaluation.
The government will inspect and evaluate the contractor’s performance to ensure services are received as per the contract requirements. Additionally, the government will provide dedicated facilities for contractor use in support of the contract requirements.

Place of Performance
The place of performance for this contract is MacDill Air Force Base (AFB), with a new grounds maintenance facility being constructed with anticipated completion on 1 Oct 2024.
