This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24425Q0811. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-04 effective June11th, 2025, and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at FAR | Acquisition.GOV. This Solicitation is being competed as a Veteran Owned Small Business (VOSB) Set-Aside. The NAICS Code is 561710, and the Product Service Code (PSC) is S207, with a business size standard of $17.5 million. The NCO4 Contracting Office is seeking to obtain Pest Control Services in accordance with the Performance Work Statement (PWS). Service Contract Act Wage Determinations applies to this acquisition and will be incorporated into the resulting contract and task orders. The current Wage Determinations are, 2015-5223 v.30 Dated 05.17.2025 and 2015-4235 v.30 Dated 04.23.2025. These are public documents available for viewing on SAM.Gov. Complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in the solicitation. All quoters are advised to pay careful attention to the quote submission requirements as quoters are required to follow the submission requirements outlined in paragraph E.2 (a) I. A. 1) C, in order to be considered for award. The quoter is responsible for any quote preparation and/or submission costs. The period of performance (POP) in the attached schedule is an estimate. Any award resulting from this solicitation will be issued on a Standard Form 1449. NOTE: To receive an award resulting from this solicitation, quoters MUST be registered in the System for Award Management (SAM) database. Registration may be done online at: www.acquisition.gov or www.sam.gov. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. Background

Work Details
The contractor will be responsible for providing pest control services at the Pittsburgh VA Medical Center and Erie VA Medical Center. The services include:
1. General Pest Control Services at VAPHS 646.
2. Bed Bug Treatments at VAPHS 646.
3. Triennial Treatments at VAPHS 646.
4. Bed Bug Treatments specifically for CBOC Monroeville.
5. General Pest Services at Erie VAMC.
6. Bed Bug Treatments at Erie VAMC.
The work must comply with the Performance Work Statement (PWS) provided in the solicitation.

Period of Performance
The estimated period of performance is from September 9, 2025, to September 8, 2030.

Place of Performance
The services will be performed at two locations: Pittsburgh VA Medical Center, University Drive C, Pittsburgh, PA 15240, and Erie VA Medical Center, 135 East 38th Street, Erie, PA 16504.
