PRE-SOLICITATION NOTICE: This is NOT an invitation or request for bids. The 4th Contracting Squadron, Seymour Johnson Air Force Base (AFB), North Carolina, announces the anticipated release of Solicitation Number FA480923R0005 being issued as a Request for Proposal (RFP). This RFP is set-aside for firms registered in the System for Award Management (SAM) as a Service-Disabled Veteran Owned Small Business (SDVOSB). All applicable provision and clauses will be included in the actual solicitation. This electronic announcement constitutes a pre-solicitation notice.

Interested parties should register online and subscribe to receiving procurement announcements related to this solicitation via the website at https://sam.gov. There will be no paper copies of the RFP. All solicitation information may be obtained through https://sam.gov. DESCRIPTION OF WORK: This IDIQ contract is for non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Work shall include but may not be limited to: improved grounds maintenance, semi-improved grounds maintenance, airfield grounds maintenance, unimproved grounds maintenance, irrigation system repairs, debris removal, leaf removal, fertilization, pest control, lawn repair, shrub and hedge pruning, vegetative beds maintenance, surface drainage ditch maintenance, snow and ice removal, tree pruning, tree and stump removal, tree and vegetative planting, and emergency and special events response.

The scope of the service area at Seymour Johnson AFB encompasses an estimated 310 acres of improved grounds, 164 acres of semi-improved grounds, and 311 acres of unimproved grounds; whereas, the service area at Blakeslee Air Force Recreation Area encompasses an estimated 30 acres of improved grounds and 13 acres of semi-improved grounds.

PLACES OF PERFORMANCE: Seymour Johnson AFB, Goldsboro, and Blakeslee Air Force Recreation Area, Kure Beach, North Carolina.

TENTATIVE DATES:

• RFP: To be posted on or about 5 October 2023
• Site Visit: On or about 17 October 2023. (*Site visit date and details will be confirmed withing the finalized and posted RFP.
• Award: Award of this contract is anticipated in January 2024.
• Contract Performance: The period of performance is anticipated to begin on 1 March 2024

COMPLETING CONTRACT PERFORMANCE: The IDIQ base year will be for a period of twelve (12) months, with four (4) twelve (12)-month option periods and one (1) six (6)-month extension period. The Government reserves the unilateral right to exercise each option period and the extension period.

Potential offerors must be registered and active in SAM and possess the identified NAICS to be eligible for award.
