You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center's (GSFC) Ground Systems and Mission Operations-3 draft solicitation. The principal purpose of this requirement is to provide engineering services for ground systems and mission operations support in all phases of a mission life cycle. These services encompass concept studies, design, development, integration, test, verification, operations, and sustainment of mission operations systems and subsystems, and operations processes and procedures. Services involve systems engineering, facility engineering, launch and early orbit support, flight operations, flight dynamics support, and sustaining engineering.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Potential offerors should identify any unnecessary or inefficient requirements. Potential offerors are also encouraged to comment on any unique terms and conditions, the clarity of the Scenario requirements, the Government Pricing Model (GPM), and the Section M Evaluation Criteria.

Background
The solicitation is for the Ground Systems and Mission Operations 3 contract. The work involves providing personnel, materials, and facilities necessary to perform the work and furnish the items specified in the Statement of Work, Attachment A; Safety and Health Plan, Attachment G; Contract Historical Data, Attachment I, and task orders issued hereunder.

Work Details
The tasks include providing all resources necessary to deliver and/or perform the items specified in the Statement of Work (SOW) and Task Orders issued under the contract. This includes providing services and deliverables in accordance with Task Orders Issued and the SOW. Additionally, it involves providing task plans, reports of work, material inspection and receiving reports, foreign travel requests and reports, requests for government property, financial reports of NASA property in custody of contractors, physical inventory of capital personal property reporting, government real property maintenance plan reporting of inventions, small business subcontracting plan reporting, safety & health reporting, IT security management plan reporting, service contract reporting, affirmative procurement of biobased products reporting, estimate of recovered material content reporting.

The geographic locations where the contract will be performed are Goddard Space Flight Center in Greenbelt, MD 20771 and Wallops Flight Facility in Wallops Island VA 23337.
