Ground Maintenance Services - FEMA Region 5

Background
The Federal Emergency Management Agency (FEMA) is seeking to procure comprehensive year-round grounds maintenance services for its Aurora Annex located at 635 W. Indian Trail Road, Aurora, Illinois.

The goal of this contract is to ensure that the outdoor areas are safe, secure, functional, and appealing, thereby supporting FEMA's mission of preparedness and response to emergencies.

Work Details
The contractor shall provide all labor, tools, vehicles, insurance, management/supervision, supplies, and equipment necessary for grounds maintenance services. Services include but are not limited to:
- Grass cutting
- Edging
- Weeding
- Leaf cleaning
- Soil aeration
- Lawn scarification
- Grading/leveling lawn
- Mulching
- Fertilization
- Grounds repair
- Planting flowers or trees
- Seeding/over seeding
- Sodding
- Watering of grounds
- Vegetation cutting and trimming of hedges and shrubs.

Additional tasks include pruning branches of identified trees/shrubs, stump grinding, applying arbor treatments, removal of dead plants/vegetation/under-brush, maintaining hard surfaces, outdoor pest control measures (with approval), and power washing furniture maintenance tasks. The contractor is also responsible for emptying outdoor garbage and cigarette receptacles and collecting/disposing of litter/trash. Snow removal and de-icing services are required during winter months. Expert lawn services such as aeration and dethatching must be performed twice a year in spring and early fall.

Period of Performance
The contract will have a base period of one year with four one-year option periods. The estimated period of performance is from July 20, 2026 to June 30, 2027.

The contract will be performed at the FEMA Aurora Annex located at 635 W. Indian Trail Road, Aurora IL.

Bidder Requirements
This solicitation is set aside for total small business concerns. Bidders must demonstrate technical capability in providing grounds maintenance services as outlined in the Statement of Work (SOW). Additionally, bidders must provide relevant past performance information related to similar contracts.
