This solicitation is a Request for Quote (RFQ) for Grounds Maintenance Services for Sheppard AFB (SAFB), TX. The 82d Contracting Squadron of SAFB, Texas anticipates awarding a single Firm Fixed Price (FFP) contract.

The work to be performed under this contract consists of the contractor providing non-personal services, to include all personnel, equipment, tools, quality control, supervision, and other items and services necessary to ensure that grounds maintenance is performed at SAFB, TX, and Frederick Auxiliary Airfield, OK, located approximately 65 miles Southwest of SAFB, Texas and SAFB Annex at Lake Texoma in Grayson County, TX, located approximately 118 miles Northeast of SAFB and 8 miles North of Sandusky, Texas in a manner that shall promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance complying with applicable federal, regional, state, and local laws and commercial standards.

Project performance period is a 5-year ordering period from 01 October 2024 to 30 September 2029.

****Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. ****

The applicable North American Industry Classification System (NAICS) Code is 561730, Landscaping Services. The size standard is $9.5 million. This requirement is set aside for total SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) concerns. The solicitation number is FA302024Q0011 and is issued as a Request for Quote (RFQ). See attached SF1449 for the RFQ format. All documents including the solicitation, attachments, and all amendments to the solicitation are obtainable via this notice. The 82d Contracting Squadron recommends offerors to check this notice periodically for amendments.

An organized site visit for Sheppard Air Force Base (SAFB) has been scheduled for Tuesday, 14 May 2024 at 7:30 am CDT. Participants will meet at 206 J Ave. Bldg. 1662 Sheppard AFB, TX 76311-2742. In addition, a site visit has been scheduled for the Lake Texoma, TX for Tuesday, 14 May 2024 at 1:30 pm CDT. Participants will meet at 1030 SAFB Road Whitesboro, TX 76273 (Lake Texoma Lodge). There will not be a site visit to Frederick Auxiliary Air Field. Interested participants must send an email to joshua.mills.20@us.af.mil no later than Thursday, 9 May 2024 at 10:00 am CDT with full name, date of birth and driver's license number/identification number with state of issue or passport number with country of issue in order to be added to the entry authorization list.

All questions must be submitted by 10:00 AM CDT on Thursday, 16 May 2024. All questions MUST be submitted in writing to the primary and alternate point of contact via email. All questions will be compiled and answers will be posted altogether as an amendment via the sam.gov where this solicitation is posted.

Quotes to perform the work described herein is due to this office no later than 2:00 PM CDT on Friday, 31 May 2024. All quotes shall be submitted via email to the Primary and Secondary Points of contact.

Addendum to FAR 52.212-1 has been amended to read:

GENERAL INFORMATION

Amendment 0002

The purpose of this amendment is to respond to questions for Grounds Maintenance Services. Please see Attachment 11 - Governments' responses to contractor's questions.

Amendment 0003

The purpose of this amendment is to amend Addendum to 52.212-1 to:

1. Remove the requirement for the Small Business Administration to approve teaming arrangements and insert the teaming partners are required to submit a copy of the official teaming agreement documenting the details of the agreement. The teaming agreement shall include information that identifies the responsibilities for each entity under the subsequent contract. The agreement shall demonstrate the relationship between the firms; and identify contractual relationships and authorities to bind each entity of the teaming partners.

2. Increase the Past Performance volume page limit to 10 pages.

Amendment 0004

The purpose of this amendment is to:
1. To clarify the submission of SF 1449.
2. To define Joint effort.
3. To modify the Atch 11 - Government responses to questions to add Q15 and A15.
4. To extend offer due date to no later than 2:00pm CDT on Friday, May 31, 2024.
