The Federal Aviation Administration (FAA) has a requirement for a ground maintenance services at the Jacksonville Air Route Traffic Control Center (ARTCC). This is a firm-fixed price (FFP) procurement, competed as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under North American Industry Classification System (NAICS) code 561730 Landscaping Services.

Performance Begins 04/01/2026 for the base year plus four (4) option years.

TIMELINE
Site Visit Information An optional site visit IAW AMS Clause SA30, is scheduled for the date below. Attendance is encouraged, but not mandatory. To attend the site visit, advance registration is required by Friday, Febraury 13, 2026 at 1700 EST to Matina Jackson at Matina.L.Jackson@faa.gov using the SUBJECT LINE: Site Visit Request for 697DCK-25-R-00344. Please provide name of company and the name of each representative attending the site visit. An email with instructions regarding the site visit will be provided following acceptance of your request. Attendance to the site visit is limited to only two (2) representatives per company.

  • Optional Site Visit: Thursday, February 19, 2026 at 0930 EST
  • Deadline to Submit Questions: Monday, February 23, 2026 at 1700 EST

Background
The Federal Aviation Administration (FAA) requires ground maintenance services at the Jacksonville Air Route Traffic Control Center (ARTCC). This contract is a firm-fixed price procurement, exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The FAA's mission includes ensuring the safety and efficiency of the national airspace system, and this contract aims to maintain the grounds of the ARTCC to support its operations.

Work Details
The contractor must provide all labor, supervision, equipment, and materials necessary for complete grounds maintenance services. Tasks include: cutting grass, edging, blowing debris, trash collection and disposal of vegetation, under brushing, tree and shrub pruning, mulching, ditch cleaning, and miscellaneous services as specified. All areas must be maintained in a manicured state year-round across approximately 25.25 acres divided into four areas:

- **Area 1**: Approximately 5 acres requiring mowing, weed eating, edging, blowing off concrete areas post-mowing, tree trimming, fall debris cleanup in the parking lot, dead vegetation pickup, trash collection, and maintenance of an irrigation system. Services are needed 3-4 times a month.

- **Area 2**: Approximately 5.5 acres needing similar services as Area 1 with an emphasis on maintaining clear parking lots and pathways.

- **Area 3**: Approximately 6.75 acres requiring mowing and maintenance similar to Areas 1 and 2 while considering parking lot safety.

- **Area 4**: Requires mowing and weed eating with a focus on maintaining clear roadways and concrete areas during spring/summer (3-4 times a month) and reduced frequency during fall/winter (1-2 times).
