Description

The service to be performed will primarily consist of grounds maintenance, landscaping and pest control services at U.S. Commander Fleet Activities, Yokosuka Japan. The intent of Grounds Maintenance and Landscaping is to specify the requirements related to prestige areas, lawns, fields, operational areas, and storm water system operation and maintenance, such as: mowing, trimming, edging, trash and debris removal, aeration, de-thatching, fertilization, irrigation systems operation and maintenance, tree maintenance, tree control, vegetation and weed control within the installation. Grounds maintenance and landscaping services are following:

  • Lawn Care includes Mowing and Trimming, Edging and Lawn Maintenance.
  • Vegetation control.
  • Debris Removal.
  • Shrub and Hedge Maintenance.
  • Plant Maintenance.
  • Plant Bed Maintenance.
  • Tree Maintenance.
  • Tree Control.

The Contractor shall perform pest control services in conformance with the Integrated Pest Management Plan (IPMP) to prevent and control the following pests:

-- Unwanted vegetation and invasive plants

-- Nuisance, structure damaging, lawn, turf and ornamental, and public health pests

Cockroaches, termites, bees, wasps, ants, fleas, silverfish, stored product pests, mosquitoes and bedbugs

-- Vertebrate pests

Mice, rats, bats, feral dogs and cats, other nuisance mammals, pigeons and other nuisance birds

Background
The Naval Facilities Engineering Command, Far East (NAVFAC FE) is seeking to identify qualified and interested Offerors for Ground Maintenance & Landscaping Services and Pest Control Services at Commander Fleet Activities Yokosuka (CFAY), Japan.

The goal of this contract is to maintain the aesthetic and operational integrity of various areas within the installation, ensuring compliance with environmental standards and pest management protocols.

Work Details
The contractor will be responsible for grounds maintenance and landscaping services which include:
1. Lawn Care: Mowing, Trimming, Edging, and Lawn Maintenance.
2. Vegetation Control: Managing unwanted vegetation and invasive plants.
3. Debris Removal: Clearing trash and debris from designated areas.
4. Shrub and Hedge Maintenance: Pruning and maintaining shrubs and hedges.
5. Plant Maintenance: Caring for various plants within the installation.
6. Plant Bed Maintenance: Upkeep of plant beds to ensure health and aesthetics.
7. Tree Maintenance: Regular care of trees including trimming and health assessments.
8. Tree Control: Managing tree growth to prevent hazards or overgrowth.

Additionally, pest control services must be performed in accordance with the Integrated Pest Management Plan (IPMP) to manage a variety of pests including but not limited to cockroaches, termites, bees, wasps, ants, fleas, silverfish, stored product pests, mosquitoes, bedbugs, as well as vertebrate pests such as mice, rats, bats, feral dogs and cats.
