The Salem VA Health Care System (hereafter SVAHCS), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted emergent and non-emergent ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of all Stretcher Transports during Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT) services. The contactor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays.

The Salem VA Health Care System (SVAHCS) requires contracted emergent and non-emergent ambulance transportation services for its facilities, including associated Community-Based Outpatient Clinics (CBOCs) and affiliated healthcare clinics.

The goal of this contract is to ensure the availability of ground ambulance services, including Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT), 24/7 to meet the needs of veterans.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of emergent and non-emergent stretcher transports during BLS, ALS, and CCT services. Services include:
1. Transporting patients with VA staff and equipment as needed.
2. Transporting miscellaneous items such as luggage, medical records, medication, and comfort items at no additional cost.
3. Ensuring contractor personnel are courteous and professional at all times.
4. EMTs and CCTPs must meet qualifications specified in the contract and comply with federal, state, and local regulations.
5. Providing a tuberculosis exposure control policy and ensuring personnel are tested for TB according to state guidelines.
6. Maintaining ambulances in compliance with all applicable regulations.
7. Allowing inspections by the VA to ensure compliance with safety standards.
8. Providing adequate storage for oxygen tanks during transport.
9. Meeting response times: 30 minutes for emergent transport requests originating from VA facilities; up to 60 minutes for add-on requests; scheduled orders must be met on time.
