Description

See attached SOLICITATION NOTICE for solicitation number 75H70126R00008 for a construction project for the Indian Health Service (IHS). The purpose of this project is to remove (2) existing water storage tanks, install electrical control wire in conduit, and install equipment for water monitoring requirements. Project 17-N18 will replace the existing 60,000-gal tank with a new 135,000-gal bolted steel tank. After the new tank is brought online; the existing 60,000-gal tank will be removed from the site and the new tank will be enclosed by chain-link fence.

Project 20-N65 will allow communication between the tank, tribal office building, and water treatment plant. The monitoring equipment will assist the tribe to meet requirements of the EPA -in order to comply with the surface water treatment rule.

This project will be procured as a 100% set-aside for Indian Small Business Economic Enterprises (ISBEE) utilizing North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. The associated size standard for this procurement is $45 million. Please review all attachments to this notice for details.

TERO: TERO fees do apply.

CONSTRUCTION DURATION: Period of Performance is 180 calendar days after issuance of a Notice to Proceed.

SITE VISIT: See FAR 52.236-27

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 15 and 36 procedures.

PROPOSAL REQUIREMENTS: See Sections L&M of the solicitation.

PROPOSAL DUE DATE: The offeror's proposal shall be submitted electronically no later than the due date and time indicated in block 13 of the SF 1442, unless changed by amendment.

EVALUATION: In accordance with FAR 15.101-2, the evaluation for this award will be based on the lowest price technically acceptable proposal (LPTA). See Sections L&M of the solicitation for specific requirements. Prices proposed must reflect the offeror's understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government.

Price is the discriminating factor for award among eligible offers. The total firm fixed price listed in block 17 of the SF1442 shall be utilized for the overall price evaluation and to determine the lowest priced offer.

Background
The Indian Health Service (IHS) is issuing this solicitation for a construction project aimed at addressing critical water storage issues at the Grindstone Indian Rancheria. The project is motivated by an EPA survey conducted in 2014, which identified the Tribe’s existing water storage tanks as a Priority 1 Health Risk due to their deteriorating condition.

The goal of this contract is to replace a failing water storage tank, remove two existing tanks, and install necessary equipment for water monitoring to ensure compliance with EPA regulations.

Work Details
The scope of work includes:
A) Installation of a new 135,000-gallon bolted steel water storage tank;
B) Site grading and foundation work;
C) Installation of water quality monitoring equipment including Chlorine Residual, Temperature, pH, Air Hold Tests, Tank Level, and Turbidity monitoring in the Tribal Administration Office;
D) Installation of approximately 2,425 linear feet of control wire and data cable within 2-inch electrical conduit;
E) Installation of approximately 250 linear feet of fencing and gates;
F) Removal of the existing 60,000-gallon tank;
G) Removal of the abandoned 30,000-gallon tank;
H) Programming, troubleshooting, repair, testing and startup of the new system;
I) Providing a minimum of eight hours of training for up to four individuals on operation and maintenance aspects.
