Greensboro Piedmont Academy Direct Care Services

Background
The U.S. Department of Health and Human Services (HHS), Office of Refugee Resettlement (ORR) requires a Contractor to provide continuity of comprehensive supervision and care services for Unaccompanied Children (UC) in the custody of HHS who are housed temporarily at an ORR Influx Care Facility (ICF). The Contractor shall provide management, supervision, and care services to include medical, behavior management, safety, case management, nutritional, and recreational/leisure services.

Work Details
The incumbent contractor is the only contractor that currently has personnel with the required background checks, suitability determinations, training, and readiness to provide direct care services for UC at the Greensboro ICF through the planned bridge contract. ORR has been working diligently to expand access to UC beds to align with actual and anticipated referrals. This includes efforts such as awarding competitive contracts by GCS and DOI, resolving protests, and seeking additional providers to operate standard and temporary shelters.

The period of performance for DOI’s Contract 140D0422C0013 has completed, and in preparation for a competitively awarded contract combining both direct care services and facilities maintenance services, ORR intends to award a bridge contract to the incumbent to ensure no disruption to access to the 1,100 Greensboro ICF beds needed for statutory obligations. The bridge contracting action for direct care services at the Greensboro facility will allow for a competitive consolidated contracting effort for the Greensboro ICF to take place.

Period of Performance
The period of performance for the sole source bridge contract is not anticipated to exceed 12 months. However, if receipt of services under the competitively awarded follow-on contract is protested or delayed such that services under this sole source bridge contract would exceed 12 months, it will not be extended beyond 12 months before obtaining a determination of exceptional circumstances.

Place of Performance
The geographic location where the contract will be performed is at the Greensboro Influx Care Facility (ICF).
