Greensboro Children's Center (GCC) Direct Care Services (DCS)- Bridge Contract   3

The Administration for Children and Families (ACF), Office of Government Contracting Services (GCS) intends to contract using other than full and open competition. The services and supplies are in support of the Office of Refugee Resettlement's (ORR) mission to provide direct care services at the Children's Care Center (CC), formally known as Influx Care Facility (ICF), in Greensboro, North Carolina (NC). This facility provides an appropriate and efficient means for ORR to acquire direct care, supervision, and the related services necessary for the care of UC aged 13 to 17-years old until they can be placed with an appropriate sponsor. Prime contractor capabilities, experience, subcontractor base, community-network, and expertise related to the provision of safe and appropriate care and support of UC and/or similarly situated at-risk minor populations are critical to the success of this effort.

Accordingly, GCS intends to award a bridge contract to Deployed Services, LLC located at 6820 West Linebaugh Ave. Ste. 105, Tampa, FL 33625-4965. GCS intends to award a Cost Plus Fixed Fee (CPFF) contract with a 6-month base period with three 2-month optional periods and an additional six months under FAR 52.217-8. This contract will address the short-term requirements of ORR's direct care services at the Greensboro Children's Center (GCC) until the long-term competitive action is awarded.

The incumbent, Deployed Services, LLC, is the only responsible source with the vetted staff, staff with practiced experience within the GCC, Vaccine for Children (VCF) account access, approved Clinical Laboratory Improvement Amendment (CLIA) waiver approval, and an established community network that will satisfy ORR's requirements and meet the Operational Status requirements allowing the immediate placement of UC. The proposed contract action is for supplies or services for which GCS intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This notice of intent is not a request for competitive proposals. However, any responsible firm that believes it can meet the requirements may give written notification and capability statements prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address. Responses must include the following information: Company Name, Unique Entity Identifier number, Company's address, Point of Contact information (title, phone number and email address) and Business size. Capability statements shall follow a 3-page limitation in MS Word with 12-font Times New Roman. Cover pages are excluded from this count.

A determination by GCS not to compete this proposed contract based upon responses to this notice is solely within the discretion of GCS. Responses are due by May 16, 2024 at 12:00 PM (EST).
