This Notice is for informational purposes only. It is not to be construed as an obligation on the part of the Washington Headquarters Services /Acquisition Directorate (WHS/AD).

In order to proactively plan for future requirements, WHS/AD is conducting market research to locate qualified, experienced, and interested parties who have the capability to provide providing comprehensive support services for the Pentagon Graphic Design Support Services under the North American Industry Classification System (NAICS) code assigned to this procurement 541430 Graphic Design Services. Seeking capable vendors for fabrication and installation of Government designed exhibits on Government installations.

Background
The Washington Headquarters Services (WHS) Acquisition Directorate is conducting market research to identify qualified vendors capable of providing comprehensive graphic design support services for the Pentagon.

The Executive Services Directorate (ESD) supports the Office of the Secretary of War (OSW) Graphics & Presentations Division, which is responsible for designing, producing, and maintaining high-quality exhibits that communicate historical references and enhance morale for employees and visitors at the Pentagon.

This contract aims to transition from previous direct awards to a competitive small business set-aside to maximize competition in the current market landscape.

Work Details
The contractor will provide a full spectrum of non-personal services to support the Pentagon Graphic Design Exhibits Program.

Key tasks include:
1. Project Management: Provide a qualified Project Manager with at least five years of experience managing fabrication, design, and installation of museum-quality exhibits for federal or national museum clients.
2. Design and Research: Perform research and provide design services, translating government-provided concepts into detailed plans.
3. Fabrication and Installation: Deliver high-quality fabrication of exhibit components including printing, mounting, and custom building, ensuring flawless installation in secure government facilities.
4. De-installation, Relocation, and Storage: Carefully de-install, transport, and reinstall sensitive exhibit materials while providing secure temporary storage during redesign or relocation efforts.

Period of Performance
The anticipated period of performance is from September 29, 2026 through September 28, 2031.

Place of Performance
The work will be performed within the National Capital Region (NCR) as well as at contractor site(s).

Bidder Requirements
Bidders must demonstrate capabilities related to project management, design and research, fabrication and installation, as well as de-installation and storage.

They should have experience with similar projects within the last three years including relevant contract values and performance periods. Additionally, bidders must confirm their ability to meet personnel security requirements for access to the Pentagon.
