The 319th Contracting Squadron intends to issue a request for quote (RFQ) for a commercial service of Oil Spill Recovery Organization Services (OSRO) at Grand Forks Air Force Base (GFAFB), North Dakota. The contractor will be on call and will respond with the capabilities outlined in the statement of work, 24 hours a day to include weekends and holidays for the duration of the contract. Contractor shall also be available for a mobilization/demobilization to and from Grand Forks AFB in the event of a spill or an EPA unannounced exercise. The contractor shall maintain not less than 1,000 linear feet of containment boom in a distance not greater than one hour travel time from Grand Forks AFB. In addition, the contractor shall be capable to respond to and initiate response equipment deployment within two hours of notification.

A formal solicitation will be issued on or around 6 June 2024. The solicitation will result in a single, firm-fixed price contract. The contract will be awarded with a base period of 30 September 2024 - 29 September 2025, with four, twelve (12) month option periods to follow. The total period of performance, given all options exercised, will be 30 September 2024 - 29 September 2029.

The North American Industry Classification System (NAICS) code is 562910, Remediation Services, and the small business size standard is 1,000 employees. This acquisition will be solicited as unrestricted.

A formal RFQ will be issued via sam.gov. Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking sam.gov to obtain the solicitation and any amendments or other information pertaining to the solicitation. All offerors MUST be registered in the System for Award Management (SAM) database or their proposal MAY NOT be considered for award.
