Grade 2 wastewater operator

Background
The United States Forest Service is issuing this solicitation to obtain the services of a Contract Operator (Grade 2) for comprehensive operations, maintenance, service, and repairs for the Orleans Wastewater Treatment Plant and associated infrastructure located within the Six Rivers National Forest.

The Forest Service will retain ultimate responsibility for overall system performance while the contractor will manage day-to-day operations.

Work Details
The contractor will be responsible for:
1. Operation, Maintenance, Service, and Repair of Wastewater Treatment Plants and Collection Facilities including discharge pumps, electrical service, sewer collection facilities, landscaping, odor control measures, pest control measures, and snow removal.

2. Effluent Sampling and Analysis Coordination which involves collecting samples per Waste Discharge Requirements (WDRs), coordinating with designated laboratories for analysis, and maintaining records of sampling dates and results.

3. Ensuring compliance with discharge specifications through monitoring influent and effluent quality.

4. Maintaining comprehensive records to document contract provisions being met including pump hours and maintenance logs.

5. Conducting infrastructure assessments to identify repair needs and reporting deficiencies to the Forest Service.

6. Maintaining an inventory of essential spare parts while notifying the Forest Service of maintenance requirements.

7. Ensuring continuous operation of critical components such as aerators and pumps while adhering to manufacturers' maintenance schedules.

8. Submitting quarterly and annual reports as required by WDRs.

Period of Performance
The period of performance is from October 1, 2026, to March 31, 2027 (Base), with an option period from April 1, 2027, to September 30, 2027.

Place of Performance
Orleans Wastewater Treatment Plant, located at 1 Ishi-Pishi Road, Orleans, California 95556.

Bidder Requirements
This solicitation is set aside for small business concerns under a Total Small Business Set-Aside status. Bidders must have a Grade 2 wastewater operator certification and demonstrate experience in wastewater treatment operations.
