Description

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, MD intends to enter into sole source negotiations and subsequently award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order under the sole source Basic Ordering Agreement (BOA), contract number N00019-21-G-0002, with Northrop Grumman Systems Corporation (NGSC), Chandler, AZ. The anticipated delivery order is for non-recurring engineering efforts to perform a study to increase the performance envelope of the GQM-163A Coyote Supersonic Sea-Skimming Targets (SSST). Contract award is anticipated for the first quarter of fiscal year 2025 and the anticipated delivery order will be for 12 months. The GQM-163A is a surface launched aerial target in support of weapon system test and evaluation and Fleet training.

This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) (formerly Title 10 U.S.C. 2304(c)(1)), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NGSC is the sole designer, developer, and manufacturer of the GQM-163A Coyote SSST System to include unique mission kits, special tooling, software, and support equipment. NGSC is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government's requirements for the GQM-163A Coyote SSST System.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
