Description

The services in this requirement include providing all technical support, personnel, supervision, equipment, tools, materials, and other items and services as required on behalf of DLA Energy in support of the Department of the Air Force, fuels management operations. The contractor will provide all fuels management services to include alongside aircraft refueling delivery, operation and maintenance of bulk fuel facilities, inventory accountability, fuel operations, product receipts, bulk product issues, automated dispensing key management, product quality, and environmental compliance at Wright-Patterson AFB using best commercial practices.

Background
The Defense Logistics Agency Energy (DLA Energy) is issuing this solicitation to provide comprehensive fuels management services in support of the Department of the Air Force at Wright-Patterson Air Force Base (AFB), Ohio.

The primary goal of this contract is to ensure effective and efficient operations related to aircraft refueling and fuel storage, aligning with best commercial practices while adhering to environmental compliance standards.

Work Details
The contractor will be responsible for a range of tasks including:
1. Providing Alongside Aircraft Refueling Contractor (AARC) fuel services.
2. Operational management and maintenance of bulk fuel facilities.
3. Inventory accountability for fuel operations.
4. Handling product receipts and bulk product issues.
5. Managing automated dispensing key systems.
6. Ensuring product quality and compliance with environmental regulations.

The services will be performed in accordance with the Performance Work Statement (PWS) and all other terms outlined in the solicitation.

Period of Performance
The contract is anticipated to be performed over two periods: the base period from October 1, 2024, through September 30, 2028, followed by an option period from October 1, 2028, through September 30, 2033.
