Description

Background
This solicitation is issued by DLA Energy to provide fuel services in support of Naval Air Station (NAS) Key West, Florida, which includes Boca Chica Field, Trumbo Point, and West-Truman Annex. The mission of the agency is to ensure the effective management and supply of bulk petroleum products.

The goal of this contract is to operate and maintain fuel facilities and provide aviation fuel services for various military operations and training exercises at NAS Key West.

Work Details
The contractor will be responsible for the operation and maintenance of fixed fuel facilities, including three aboveground jet fuel (JP-5) tanks. Services include:
1. Management, operation, maintenance, repair, product quality surveillance, inventory/accounting controls, security, safety, and environmental protection of fuel assets.
2. Providing aviation fuel services for aircraft and ship operations.
3. Ground vehicle fuel services.
4. Developing detailed plans for contract compliance, product quality surveillance, maintenance, training, safety, security, inventory control, and contingency operations.
5. Conducting inspections and maintenance on pumps, valves, oil/water separators, shower and eyewash stations.
6. Implementing corrosion control measures and painting as necessary to preserve equipment.
7. Ensuring compliance with all applicable DoD regulations and standards.

Period of Performance
The contract will have a four-year performance period from May 1, 2026 to April 30, 2030 with a five-year option from May 1, 2030 to April 30, 2035. Additionally, there are six one-month extension options from May 1, 2035 to November 30, 2035.

The requirement is for a four year period of performance commencing May 1, 2026 and ending April 30, 2030, with a five year option from May 1, 2030 - April 30, 2035, and six, one month extension options from May 1, 2035 - November 30, 2035.
