The Government hereby releases its consolidated answers to industry questions received through May 8, 2026 in support of the Government-Owned Contractor-Operated (GOCO) Army Ammunition Plant (AAP) Design, Build, and Commissioning Multiple Award Task Order Contract (MATOC). Please note that the Government's consolidated responses are grouped and color-coded by their original Question & Answer dates of release. As these consolidated responses have spanned across multiple pre-solicitation releases, these responses to Industry's questions may have evolved throughout the progression of the pre-solicitation process.

Anticipated Request for Proposal (RFP) release: The Government anticipates the formal RFP will be released in May 2026.

Solicitation number change: Please note the official solicitation number for this effort has changed to W519TC-26-R-A020. Due to a Government transition to a new contract writing system and SAM.gov posting limitations, this notice supersedes and replaces all previous pre-solicitation releases that referenced the legacy RFP number W519TC-25-R-0026 (including related SAM.gov iterations W519TC25R0026, W519TC_25_R_0026, and W519TC_25_R0026). Industry should use the new solicitation number, W519TC-26-R-A020, for all future tracking and correspondence.

Background
The Government is initiating a Multiple Award Task Order Contract (MATOC) for the design, build, and commissioning of Government-Owned Contractor-Operated (GOCO) Army Ammunition Plants (AAP).
This effort aims to establish a pool of qualified contractors capable of executing various construction projects at multiple GOCO locations.
The MATOC will facilitate the modernization and operational efficiency of Army ammunition facilities, aligning with the mission to enhance military readiness and support national defense objectives.
The anticipated Request for Proposal (RFP) is expected to be released in May 2026, with the official solicitation number being W519TC-26-R-A020.

Work Details
The scope of work under this MATOC includes but is not limited to:
1. Design, construction, and commissioning of infrastructure projects related to ammunition production facilities.
2. Projects may involve both large-scale new facility constructions as well as smaller operations and maintenance (O&M) type requirements.
3. The contractor will be responsible for managing risks associated with construction tasks, including addressing liability issues and ensuring compliance with environmental regulations.
