Description

The services in this requirment are 100% set aside for certified 8(a) under NAICS code 493190 (Other Warehouse and Storage) and will utilize full and open competition after exclusion. The services in this requirment include providing all technical support, personnel, supervision, equipment, tools, materials, and other items and services as required on behalf of DLA Energy in support of the Department of the Air Force, fuels management operations. The contractor will provide all fuels management services to include alongside aircraft refueling delivery, operation and maintenance of bulk fuel facilities, inventory accountability, fuel operations, product receipts, bulk product issues, automated dispensing key managment, product quality, enviromental compliance, and other responsiblities in accordance with the Performance Work Statments (PWS(s)). There are two locations under this solicatation. Interested firms will be able to submit proposals for one location or both locations of interest; parties must identify the location(s) when proposals are submitted.

Background
The contract is issued by DLA Energy in support of the Department of the Air Force, focusing on fuels management operations. The goal is to provide comprehensive technical support and services related to aircraft and ground fuel operations at two locations: Gila Bend Air Force Auxiliary Field (AFAF), AZ, and Columbus Air Force Base (AFB), MS. This solicitation is 100% set aside for certified 8(a) contractors.

Work Details
The contractor will be responsible for providing all necessary technical support, personnel, supervision, equipment, tools, materials, and services required for fuels management. Key tasks include:
- Alongside aircraft refueling delivery
- Operation and maintenance of bulk fuel facilities
- Inventory accountability
- Fuel operations including product receipts and bulk product issues
- Automated dispensing key management
- Ensuring product quality and environmental compliance
- Additional responsibilities as outlined in the Performance Work Statement (PWS). The contractor may submit proposals for one or both locations.

Period of Performance
The contract period is anticipated to be from November 1, 2025, through October 31, 2029 (four-year base period), with a five-year option period from November 1, 2029, through October 31, 2034. There is also an option to extend for up to six months from November 1, 2034, through April 30, 2035.

Place of Performance
The services will be performed at Gila Bend AFB, AZ and Columbus AFB, MS.
