Government-Owned Contractor-Operated Army Ammunition Plant (GOCO AAP)

The U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Joint Program Executive Office Armaments and Ammunition (JPEO A&A) and PD Joint Services, intends to issue a sole source Request for Proposal to McKinsey & Company, 1200 19TH ST NW STE 1000, Washington, District Of Columbia 20036-2427, CAGE Code 438P1 pursuant to the authority of Title 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) for Financial assessments and model development to support the Government Owned Contractor Operated (GOCO) Army Ammunition Plant (AAP) Campaign Plan for JPEO A&A. The resultant contract shall be awarded as a firm fixed price contract with a period of performance of one base year plus two six-month options (two years total).

The contactor will use their exclusive access to industry data, and their expertise and knowledge of the Ammunition Industrial Base and apply it to the areas listed above. The output will be a Government owned Industrial Base Simulation, a report describing the OCONUS risks and mitigation strategies and a report on the financial assessment of GOCO facilities.

THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP). Further, this synopsis does not guarantee release of a future RFP and should not be construed as a commitment of any kind by the U.S. Government. The Government does not intend to publically release an RFP for this effort on SAM.gov.

Responses to this synopsis are not considered proposals/quotes, and, cannot be accepted by the Government to form a binding contract.
