Description

Defense Logistics Agency - Energy anticipates issuing a Request for Proposal (RFP) within the next 30-45 days for Alongside Aircraft Refueling Services to include managing, maintaining, and operating Government Owned Fuel Service Facilities and equipment at the Government Owned, Contractor-Operated (GOCO) facilities at Naval Air Station Patuxent River (NAS Patuxent River), MD. Services include providing all technical support, personnel, supervision, equipment, tools, materials, and other items as required by the Performance Work Statement (PWS) on behalf of DLA Energy, in support of the Department of Navy.

The vendor will be responsible to furnish, manage, maintain, and operate mobile fuel servicing equipment required to support the facilities, equipment, vehicles, and aircraft assigned to and as may transit, deploy to, or exercise at this location. The vendor will also be responsible to provide, maintain, and operate Contractor-Furnished Vehicles in support of aircraft and vehicles assigned or transient to NAS Patuxent River.

DLA Energy will follow source selection procedures utilizing the Lowest Price Technically Acceptable (LPTA) evaluation process in accordance with FAR 15.101-2 for this acquisition. The requirement is a four-year base performance period from Jan 1, 2023 - Dec 31, 2026; five-year option period from Jan 1, 2027 - Dec 31, 2031, and option to extend the contract for a total of no more than six months (anticipated Jan 1, 2032 - Jun 30, 2032).

Solicitation number will be SPE603-22-R-0504.

The pre-proposal conference location and date is to be determined. Notice of this conference will be posted on the Solicitation page upon its creation.

This acquisition will be Full and Open Competition (unrestricted).

DLA Energy will award one Firm-Fixed Price contract. Contract awarded will be subject to FAR 52.222-41, Service Contract Act of 1965. The North American Industry Classification System (NAICS) Code is 493190, and the size standard is $30 million. All responsible offerors may submit an offer for consideration.
