The purpose of this RFI is to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract.

ABMC is seeking a qualified web development firm to design and implement a secure e-commerce storefront specifically for ordering floral arrangements. This process is currently hands-off by agency staff as outlined at https://www.abmc.gov/about-us/our-services/flowers-our-sites.

The new electronic store front shall have a focus on integrating Pay.gov for streamlined electronic payment processing. This platform will support efficient and compliant online transactions tailored for our service needs, ensuring a user-friendly experience that meets Federal standards.

Background
The American Battle Monuments Commission (ABMC) is seeking a qualified web development firm to design and implement a secure e-commerce storefront specifically for ordering floral arrangements. This process is currently 'hands-off' by agency staff. The new electronic storefront will focus on integrating Pay.gov for streamlined electronic payment processing, supporting efficient and compliant online transactions tailored for ABMC's service needs while ensuring a user-friendly experience that meets Federal standards.

Historically, ABMC had approximately 2,500 flower orders annually among its 26 overseas cemeteries, targeting American individuals and groups wishing to place flowers at headstones.

Work Details
1. E-Commerce Storefront Development: Contractor shall build a responsive, intuitive, and accessible e-commerce website for customers to select and order floral arrangements. The site shall submit order forms to local florists via email for fulfillment, process payments with Pay.gov, and provide order updates and tracking mechanisms. The site must deliver an optimized user experience across both desktop and mobile devices, preferably using Dynamics 365 or WordPress.

2. Government Payment Integration: Contractor shall integrate Pay.gov as the primary payment processor to facilitate secure online transactions adhering to federal guidelines and security requirements.

3. Compliance and Security: The design will align with Executive Orders and federal compliance standards including ADA accessibility, cybersecurity, and applicable federal e-commerce regulations. Comprehensive testing will be conducted to confirm security and usability.

4. Custom Features and Reporting: Contractor shall develop features for managing floral orders including inventory tracking and customer order histories, along with reporting tools for monitoring sales and transaction statuses.

5. Operations and Maintenance: Contractor shall provide support for all technical aspects of the storefront and Pay.gov integration during the base performance period plus up to four option years.

Period of Performance
The contract will have a base performance period with options for up to four additional years.

Place of Performance
The contract will be performed at locations related to ABMC's 26 overseas cemeteries.
