This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued using simplified acquisition procedures for certain commercial items under the authority of FAR Part 13.

The solicitation number is 47QMCB-19-R-0002 and issued as a Request For Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. This RFP is issued using full and open competitive procedures.

The Government contemplates establishing multiple Blanket Purchase Agreements (BPAs) resulting from this solicitation. At a minimum, 3 BPAs will be reserved for small businesses that are eligible for consideration. The North American Industry Classification System (NAICS) is 561599. The small business size standard is $22M.

This requirement is for the procurement of Governmentwide Rideshare / Ride-hail services for Federal employees traveling while carrying out official duties. The performance objectives sought are outlined within the Statement of Objectives.

The Government intends to make the BPA awards in December of 2019 or January of 2020. The resulting BPAs will be 5 years in duration from the date of award. There will be no option periods.

Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the Federal Business Opportunities Website at http://www.fbo.gov. This office will not issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency.

By submitting a proposal, the Offeror acknowledges the Government requirement to be registered in the System for Award Management (SAM) at time of offer submission. Information about SAM may be found at https://www.sam.gov.

The deadline for receipt of proposals is November 8, 2019 at 5:00 pm ET. All documents required in response to this RFP must be submitted in accordance with the instructions provided within the RFP.

The Government will post all responses and notices as amendments to this solicitation posting. It is the Offeror's responsibility to monitor this posting for any amendments or additional notices.

Communications with other officials may compromise the competitiveness of this acquisition and result in cancellation of the requirement.
