Description

The Government intends to hold a pre-solicitation (non-mandatory) site visit on October 23, 2015 at 9:00 am PST in Bend, Oregon. The site visit will be held at the U.S. Forest Service Supervisors Office in Bend, Oregon, 63095 Deschutes Market Rd. and is to make potential contractors aware of the proposed Goose & Soda Creek Drainage Reconstruction project on the Cascades Lakes Highway (County Road 46) at Soda Creek (milepost 25.1) and Goose Creek (milepost 26.1) approximately 26 miles west of Bend. The meeting will start with a general description of the project, followed by a site visit/tour of Soda Creek work site and then Goose Creek work site.

The purpose of this meeting is to make potential contractors aware of an upcoming opportunity for highway, street, and bridge construction and to view the site(s) before there is snow and the snow gate is closed for the season.

The Government expects to award one contract to complete the following work:

Soda Creek: The existing corrugated steel pipe arch (142" span x 92" rise) will be replaced with a 65 foot single span bridge. The bridge will consist of precast prestressed slabs resting on a cast-in-place pile cap and driven steel piles at Abutment 1 and a cast-in-place shallow foundation at Abutment 2. The bridge and guardrail will be constructed to conform to TL-3 crash-test criteria. For this project, approximately 400 feet of Cascade Lakes Highway and a driveway approach at Forest Road 4600400 will be reconstructed. The road will not be closed during work. To accommodate traffic, a two lane paved temporary bypass, approximately 850 feet, will be constructed around the site. Restoration of Soda Creek at the crossing will include approximately 400 feet of stream realignment.
Major work items include, but not limited to, surveying construction points, removal of existing asphalt, construction of a stream diversion, roadway section, roadway and structure excavation, removal of excavation waste, removal of culvert, clearing and grubbing, supply and placement of riprap, supply and placement of aggregate base, asphalt paving, driving of steel piles, cast-in-place concrete work, guardrail and bridge rail installation, temporary traffic control and additional stream restoration work.

Goose Creek: This is a culvert replacement project that crosses Goose Creek. The road will not be closed during work. To accommodate traffic construction of diversion roadway section to bypass culvert installation will be constructed around the site.

Major work items include, but not limited to, surveying construction points, removal of existing asphalt, roadway and structure excavation, removal of excavation waste, driving steel piles, constructing cast-in-place concrete pile caps for the placement of a 70' bottomless precast arch culvert, asphalt surfacing, riprap placement, placement of guardrail system that conform to TL-3 crash-test criteria, stream alignment and slope construction, clearing and disposal of existing CMP; and the necessary traffic control to complete the work.

Additionally: The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, with recycled content and that are recyclable, are made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered.
