Amendment 0001: Amendment posted 11 March 2025.

The purpose of this Amendment is to:

1. Add Unscheduled Services- CLINs 0014- 0025 and the corresponding numbers to reflect the corresponding option years. ( See updated 1449 with new CLINs)

2. Attach updated PWS to reflect updated Grounds Description/Workload Estimates. (See updated Grounds Description/Workload Estimates- Appendix A)

3. Insert clause 52.223-2- Reporting of Biobased Products Under Service and Construction Contracts.

4. Attach the questions and answers document. ( See attachment with questions and answers)

5. Page limits for technical proposals have increased from 10 to 20 pages.

The 17th Contracting Squadron is issuing a solicitation for Grounds Maintenance at Goodfellow AFB, TX. This acquisition is for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base period of 365 days, and 4 single year options. These services include providing Goodfellow AFB with landscaping activities, vegetation management and control, and mowing services for improved, semi-improved, and unimproved grounds to maintain the aesthetic and natural environment of the base and comply with Federal and Air Force mandates regarding safety and the environment. The performance requirements must be in accordance with the Performance Work Statement. The contractor shall provide all management, tools, supplies, equipment and labor necessary to perform this task.

Type of Contract and NAICS: The resulting award will be an IDIQ contract and will be made to the responsible offeror whose quote conforms to the solicitation requirements. The North American Industry Classification System (NAICS) code for this service is 561730- Landscaping Services and the small business size standard is no greater than $9.5 million.

Type of Set-Aside: This acquisition is a 100% 8(a) set-aside.

Registrations: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for a Government contract award. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. It is the Contractor's responsibility to monitor the SAM.gov website for information, updates, and amendments regarding the solicitation.
