GOCO Fuel Management Services

The Defense Logistics Agency - Energy anticipates issuing a Request For Proposal (RFP) within the next 30 days for Alongside Aircraft Fuel Delivery and Government-Owned, Contractor-Operated (GOCO) fuel management services at Joint Base Lewis McChord and Yakima Training Center, WA. Services include providing all technical support, personnel, supervision, equipment, tools, materials and other items and services as required on behalf of DLA-Energy in support of Ft. Lewis Logistics Center Bulk Tanks, North Fort Lewis (Stryker Brigades), Gray Army Airfield, Joint Base Lewis McChord Main Post, and Yakima Training Center.

The Contractor will provide fuels management services to include alongside aircraft fuel delivery, operation and maintenance of bulk and retail fuel facilities, inventory accountability, fuel operations, product receipts, automated dispensing key management, product quality, and environment compliance. The contractor shall provide Ground Fuel Operations, Bulk Fuel Operations, and Aviation Fuel Operations.

DLA Energy will follow source selection procedures utilizing the Best Value/Lowest Price Technically Acceptable (LPTA) process in accordance with FAR 15.101-1 for this acquisition. The expected period of performance is October 1, 2018 through September 30, 2022 (4 years) with a five-year option from October 1, 2022 through September 30, 2027 and an option to extend the contract for a total of no more than six months (anticipated October 1, 2027 through March 31, 2028).

This acquisition will be Full and Open Competition (Unrestricted). The NAICS Code is 493190 and the threshold for SBs is $27,500,000.00 in annual receipts. All responsible offerors may submit an offer for consideration.

A pre-proposal conference will be conducted by DLA Energy after the RFP is issued. Date and location of the conference will be announced at a later time via FedBizOpps.
