Alongside Aircraft Refueling at Hunter Army Airfield (HAAF) and Wright Army Airfield (WAAF)

The Defense Logistics Agency (DLA) Energy FESDB will be issuing a Request for Proposal (RFP/Solicitation) for Government-Owned Contractor Operated (GOCO) for Alongside Aircraft Fuel Delivery and Government-Owned, Contractor-Operated (GOCO) fuel management services at Hunter Army Airfield-HAAF (Savannah, GA) and Wright Army Airfield-WAAF (Hinesville, GA).

The Contractor will provide fuels management services to include alongside aircraft fuel delivery, operation and maintenance of bulk and retail fuel facilities, inventory accountability, fuel operations, product receipts, automated dispensing key management, product quality, and environment compliance. In addition, the contractor shall provide Ground Fuel Operations, Bulk Fuel Operations, and Aviation Fuel Operations as well as furnish all required personnel, equipment and/or material necessary for providing these services. Lastly, the Contractor shall ensure all personnel are adequately trained to perform job tasks, maintain the security of facilities and computer systems, and comply with Army, DLA Energy, Local, State and Federal Laws and Regulations.

Location Requirements

HAAF- The HAAF Tank Farm consists of two 405,000 gallon Above-ground Storage Tanks (ASTs), and one 1,200,000 gallon AST. These ASTs are resupplied by the use of two operational truck off-loading headers. The tanks supply two bulk issue headers, and a dedicated pipeline to the adjacent flight line. The HAAF Flight-line consists two 210,000 gallon ASTs in F24 service. These tanks are configured with one pump house, four pumps which are 600 GPM. These two tanks supply the six hydrant refueling points for rotary and fix wing aircraft.

WAAF- Wright Army Airfield is a remote site (located at Fort Stewart, GA) with no fixed fuel storage facility. Aircraft refueling services only are required at WAAF. The Contractor shall provide a number of COCO refueling vehicles that will meet the throughput requirement as specified. Refueling vehicles shall be licensed for over the road use and truck drivers shall maintain current commercial driver license (CDL) with hazmat endorsement for fuel handling.

This procurement will be full and open competition (unrestricted) under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $30 million dollars. The Government anticipates awarding a firm fixed-price contract. The period of performance is December 1, 2020 through November 30, 2024, with one (5) five-year option period from December 1, 2024 to November 30, 2029 in accordance with (IAW) FAR 52.217-9. Additionally, the option to extend, not to exceed six months, will be included in accordance with FAR 52.217-8.

The solicitation is scheduled to be issued on or around March 10, 2020 and the Request for Proposal (RFP) closing about 45 days later. A pre-proposal conference will be held for this requirement. Information regarding the pre-proposal conference will be issued via an amendment to the solicitation, once published. The solicitation will be published electronically on the new beta.SAM.gov (formally FBO). Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF).
