Description

The Grants Management Modernization (GMM) Program requires Agile Development services for the FEMA Grants Outcomes (FEMA GO) system. The Contractor shall provide Agile Development resources to develop software to support the national roll-out of disaster grant programs Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Disaster Case Management (DCM) and complete system enhancements for Public Assistance (PA). The national rollout of disaster programs is critical for the resilience of the country. Executive Order 13411: Improving Assistance for Disaster Victims requires that we ensure survivors are given efficient access to Federal disaster assistance.

Background
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Component Procurement Officer (OCCPO), Acquisition Operations Division (AOD) is proposing to award an order for Agile Development services in support of the Grants Management Modernization (GMM) Program.

The GMM Program aims to enhance the FEMA Grants Outcomes (FEMA GO) system, which is critical for the national rollout of disaster grant programs including Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Disaster Case Management (DCM). This initiative aligns with Executive Order 13411, which emphasizes improving assistance for disaster victims by ensuring efficient access to Federal disaster assistance.

Work Details
The contractor, Karsun Solutions LLC, will provide Agile Development resources to develop software that supports the national rollout of disaster grant programs. The estimated total value of this requirement is $4.5 million.

The scope includes:
- Development services for FEMA Grants Outcomes (FEMA GO) system.
- Support for three main disaster grant programs: Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Disaster Case Management (DCM).
- Completion of system enhancements for Public Assistance (PA). This work is a logical follow-on to previous contracts under the SPARC blanket purchase agreement established through GSA contract GS-35F-0580X.

Period of Performance
The period of performance for this contract is six months.

Services will be performed at Karsun Solutions LLC, 13655 Dulles Technology Drive, Suite 110, Herndon, VA 20171.
