Global Video and Broadcast Services (GVBS)

Background
The U.S. Department of State Bureau of Global Public Affairs (GPA) Office of Video is seeking potential sources for a provider to deliver a full range of services and staffing involved in video pre-production, production, and post-production, as well as global live ad hoc event broadcast origination. The goal is to support the video office core mission to produce professional video content and provide live broadcast and livestream coverage of Department events to inform global audiences about U.S. foreign policy and produce stories about the American experience and the values that underpin American society. This includes videos designed for social media and mobile distribution, as well as live studio and global transmission services to amplify the activities and policy messages of the Secretary of State, and other senior U.S. Government Officials. Videos are delivered worldwide through digital and traditional media outlets, broadcasters, social networks, and mobile devices in English and foreign languages.

Work Details
The contractor must be capable of delivering sophisticated, professional video products and services within established time frames and budgets. Specifically, this includes pre- and post-production tasks, such as creative development, hiring camera crews domestically and internationally, booking and shooting interviews, obtaining b-roll, acquiring licensable multimedia assets, archival footage and images, motion-graphic design, transcription, translation, captioning, editing, live global video coverage of news events involving the Secretary of State and other USG principals, as well as live program transmission support to reach broadcasters via satellite, fiber and IP-based distribution platforms.
Additionally, the contractor must be able to adequately staff, support and maintain two Washington DC video production facilities and live broadcast studios along with a third live insert stage with professional video production and technical personnel including producers, videographers, digital video and live broadcast production staff such as master control operators, camera operators, audio operators, engineers. The contractor must also have access to a fully functional broadcast studio within 10 miles of the State Department 2201 C street HQ.
