The Force Protection Division (AFLCMC/ESS) is seeking information regarding the acquisition and sustainment of Integrated Base Defense (IBD) physical security and force protection electronic security systems, equipment, and system integration capabilities. The purpose of this initiative is to better understand industry capability to provide electronic security intrusion detection systems capabilities to the Air Force Security Forces community as a means to deter, anticipate, deny, detect, report, delay, assess, and track hostile and potentially hostile forces and targets for the protection of resources, work environments, and personnel.

Background
The Force Protection Division (AFLCMC/ESS) is seeking information regarding the acquisition and sustainment of Integrated Base Defense (IBD) physical security and force protection electronic security systems.

This initiative aims to understand industry capabilities in providing electronic security intrusion detection systems to the Air Force Security Forces community, enhancing their ability to deter, detect, and track hostile forces for the protection of resources and personnel.

Work Details
The scope includes installation and sustainment services for electronic security intrusion detection systems (IDS). Key activities involve:
- Design, development, procurement, installation, integration, testing, certification, and logistical support of IBD systems at Department of War (DoW) locations.
- Qualification of Commercial off the Shelf (COTS) equipment for use in Security Forces Government Off The Shelf (GOTS) systems.
- Support for DoD security system architecture development.
- Anticipated IDIQ ceiling estimated at $1B with over 50 installation projects and related equipment upgrades.
- Experience required in designing/installing IDS at OCONUS locations for federal agencies, including nuclear material storage facilities and compliance with Underwriters Laboratory (UL) standards.
- Knowledge of physical security requirements per AFI directives is essential.

Place of Performance
Work will be performed at both Continental United States (CONUS) and Outside of the Continental United States (OCONUS) locations.

Multiple awards for IBDSS NEXT region-based installation and sustainment work—such as CACI ($150,412,376, 12/16/22–02/19/28), M. C. Dean ($93,738,468, 02/10/23–02/01/28), Xator ($91,757,100, 01/06/23–08/19/27), and Johnson Controls Building Automation Systems ($70,571,178, 02/09/23–06/30/26)—include installation/integration of electronic security intrusion detection components and related network/infrastructure support, along with ongoing maintenance and upgrades. The current GUARD sources sought similarly focuses on acquisition and sustainment of IBD physical security and electronic security systems with installation and integration activities across CONUS and OCONUS locations, consistent with a continuation of the same base defense system modernization and lifecycle support work.
